May '99 MEETING MINUTES

President Ron Gibby called the meeting to order at 7:05 p.m. There were 18 members present.

Ron Gibby thanked Larry Mitchell and Lee Brooks for the erection of the storage shed at the ORV field. Ron also thanked Bill Greger for another successful Spring Fun Fly.

The April minutes were approved as published in The Leading Edge. Clee Childress gave the Treasurer’s report.

 

Old Business

Rick Magnuson gave a report on the Examination Review of the Club’s financial records. In general, all income and expenditures have been accounted for. There were some By-Law housekeeping items noted and several recommendations made. These will be addressed in the coming months. Bill Bowen suggested that the Club look at the recently published AMA guidelines in updating the By-Laws.

There was a general discussion regarding the Bent Prop Award. There is a perception by some members that there is too much emphasis of the record keeping of accidents. And the perception by other members that the intent is light hearted. While there was no formal outcome, members should be cognizant of other members’ attitude when an accident does occur.

With the completion of the ORV storage shed, the question of what should and should not be stored in the shed was raised. After debating the issue, Ron Gibby ruled that the President will determine the contents of the storage shed. This will keep the shed orderly and not an accumulator of unnecessary articles.

 

New Business

Bill Brown gave an update of the five year plan. Items for year one and half of year two, the current year, have been completed. A discussion of the five year planned expenditures to actual costs developed. It was pointed out that overall, field development was going good and that the five year plan is more of a guide than an actual budget. Nevertheless, it was recognized that we need to pay more attention expenses and alert the membership should there be a significant change from the five year plan and that each project should have a "boss."

A discussion of bring electricity to the ORV field was held. This is in year two of the five year plan. The Club will meet with the City to understand what is allowed and a plan will be developed.

The ORV field frequency/bulletin board needs some form of cover material to allow protection from the weather for posting of safety rules and notices. While a plastic material is preferred, the cost for UV resistant material is high. Consequently, lamination will be used for now. New safety rules need to be posted at the ORV field.

Bill Greger gave a status report of the upcoming ARC event. The date is not yet firm but July 7th looks a good target date.

President Gibby reported that the new agreement with the City of Richland for the ORV field is ready for signatures. The only changes from the original agreement is the removal of Article XI on signage and an increase of $1.00 to $3.50 per participant special event fee.
